Analysis of Stamp Registration-
On average, 12 lakhs documents are registered every year. In FY 2019, 16 lakhs documents were
registered.
However, due to the impact of COVID-19, the real estate sector was severely affected, resulting in a drop in
the number of registrations in FY 2020.
Stamp duty and other taxes collected from these registrations generate revenue of 73 hundred
crores
every year.
eStamp challans have been in use since December 2020.
How does the revenue generated from document registration vary across districts in Telangana?
- Rangareddy, Medchal Malkajgiri, and Sangareddy are the top three districts where the majority of document registrations occur.
- Regarding revenue generation, Rangareddy, Medchal Malkajgiri, and Hyderabad are the top three leaders.
- This is because, even though the document registration count is lower in Hyderabad compared to Sangareddy, the revenue generated per registration is higher in Hyderabad, mainly due to its status as a metropolis city with higher stamp duty rates.
- Approximately 71% of the revenue is generated solely from these three cities (Rangareddy, Medchal Malkajgiri, and Hyderabad).
The top 5 cities and there growth till FY 2022 from FY 2019 is as follows-
| District | % growth |
|---|---|
| Mulugu | 171% |
| Adilabad | 123% |
| Karimnagar | 93% |
| Mancherial | 92% |
| Medchal_Malkajgiri | 92% |
For FY 2022, revenue from documents is nearly equal to revenue from e-stamps for all districts. However, there are a few districts that show slightly higher e-stamp revenue.
| District | % value |
|---|---|
| Medak | 4.4% |
| Bhadradri Kothagudem | 2.3% |
| Adilabad | 1.7% |
| Medchal_Malkajgiri | 1.6% |
| Warangal | 0.3% |
- below 2 billion Rupee revenue
- between 2 to 10 billion Rupee revenue
- above 10 billion Rupee revenue
Analysis of Vehicle Sales-
- This data represents vehicle sales from the RTA (Regional Transport Authority) of Telangana.
- On average, 16 lakhs vehicles are sold every year.
- However, the total number of vehicle sales has been decreasing each year.
- Hyderabad, Medchal-Malkajgiri, and Rangareddy are the three major markets for vehicles, accounting for 46% of the total sales.
- In April 2020, sales were exceptionally low due to the COVID-19 lockdown.
Vehicles are classified based on:
- Fuel type (Petrol, Diesel, Electric, Other)
- Seat capacity (1-3 seats, 4-6 seats, above 6 seats)
- Vehicle type (Motorcycle, MotorCar, AutoRickshaw, Agriculture)
- Use case (Transport, Non-transport)
- For FY 2019, 2020, and 2021, October is the top month for vehicle sales, thanks to the festivals "Dassehra" or "Vijayadashami".
- This festival falls in October and is considered an auspicious time to make purchases.
- November and June consistently maintain their positions among the top 5 months for vehicle sales every year.
- February, December, and October consistently exhibit lower sales rates year after year.
- In fact, the total sales rate is declining each year.
- One major reason for this decline is attributed to a shortage in semiconductor chips.
- Vehicle type wise-
- MotorCycle is the most preferred vehicle type, accounting for more than 50% of total sales in all districts.
- Urban districts like Hyderabad, Medchal-Malkajgiri, and Rangareddy show low interest in Agriculture type vehicles, which is expected due to their urban nature.
- In fact, Medchal-Malkajgiri and Rangareddy also exhibit low interest in AutoRickshaws.
- Fuel Type wise-
- Petrol-fueled vehicles are the top choice for people in all districts, accounting for more than 70% of total sales in each district.
- Urban districts like Hyderabad, Medchal-Malkajgiri, and Rangareddy show a slight inclination towards electric vehicles.
- Category Transport/Non-Transport-
- In all districts, on average, only 15% of total vehicles are Transport type vehicles.
- However, in Karimnagar, 30% of total vehicles are Transport type vehicles. This is because the city is widely known for its Granite and Agro-based industries, earning it the nickname "City of Granites."
Overall 2022 sales growth is -8.8% compared to 2021.
| District | % growth |
|---|---|
| Rangareddy | 13.8% |
| Karimnagar | 6.6% |
| Hyderabad | 5.8% |
| District | % growth |
|---|---|
| Nirmal | -34.3% |
| Jagtial | -36.8% |
| Warangal | -42.0% |
Fuel type wise-
| Category | % growth |
|---|---|
| Electrical | +101% |
| Other | +88% |
| Diesel | -1.62% |
| Petrol | -14% |
One of the reasons people are opting for electric and other fuel type vehicles over diesel and petrol may be the high prices of diesel and petrol.
Analysis of Investments by Businesses-
The TS-iPASS dataset in Telangana comprises data concerning units or businesses established within the state under the "Industrial Project Approval and Self-Certification System" (iPASS). This government initiative aims to foster industrial growth and investment by streamlining project approvals and enabling self-certification for businesses.
- Every year, on average, investments of 25 thousand crores are made.
- Total investments decreased in FY 2020 but have been rising every year since then.
- However, there is one extreme peak in the investment graph in February 2020. This is due to a significant investment in the 'Real Estate, Industrial Parks, and IT Buildings' sector in Rangareddy.
Following sectors-
- Plastic and Rubber
- Pharmaceuticals and Chemicals
- Real Estate, Industrial Parks and IT Buildings
- Solar and Other Renewable Enenrgy
- Engineering
These districts are-
- Rangareddy
- Sangareddy
- Medchal_Malkajgiri
- Major investments in Rangareddy are related to the 'Real Estate, Industrial Parks, and IT Buildings' sector. These businesses seek a talented workforce but affordable land, and a low cost of living also. Rangareddy offers comparatively lower land rates and a lower cost of living than Hyderabad.
- Sangareddy and Medchal-Malkajgiri are attracting investments in the 'Pharmaceuticals and Chemicals' sector. Pharmaceutical and chemical companies prefer locations near major cities like Hyderabad to reduce transportation costs, and these two districts are not only neighboring Hyderabad but also well connected to it by highways.
Investments District wise
- Sectors such as Agro-based (including Cold Storages), Electrical and Electronic Products, Granite and Stone Crushing, Plastic, and Rubber have exhibited strong growth in FY 2021-2022.
- In the Automobile sector, there has been an exceptional surge in investment in FY 2022, particularly in Sangareddy and Rangareddy districts.
- Conversely, investments in sectors like Fertilizers, Pesticides, Real Estate, Industrial Parks, and IT Buildings have been declining since FY 2020.

Yearly Investments District wise(in Cr.)
- India has a young and talented workforce, which is attractive to businesses.
- Simplifying rules and procedures can make it easier for businesses to start and operate. States can make it less complicated to follow the rules.
- Laws that protect workers' rights and fairness at work need to be better.
- We can improve employee skills with practical training programs, making them ready for jobs.
- Investment and development are mostly in Hyderabad and nearby districts. We should also focus on other areas by building better roads.
- Even though overall vehicle sales are down, electric vehicle sales are up. So, we should support electric vehicle-related businesses.
- As discussed, there are some sectors whose investments have been declining every year. We should engage in conversations with them to better understand the areas where we may be falling short.
